Users hear MoH when PSTN ends call

IP Phones start playing MoH when the PSTN phone hangs up. After hearing MoH for about 10 seconds, the call disconnects.

The system is CUCM v10.5.1. The PSTN gateway is a 2951 (IOS 15.4(3)M ) with T1-PRI connected by SIP trunk to CUCM.

If call originates with PSTN to internal IP Phone, then PSTN hangs up, IP Phones will hear MoH for 10 seconds. Wireshark on phone shows that the CUCM Sub sends a SIP Invite - SDP to the IP Phone. It eventually gets a BYE about 10 seconds later.

If call originates with IP Phone, and PSTN hangs up, then call terminates as usual. Wireshark shows the CUCM Subscriber sends a SIP BYE to the phone.

In both cases, Debug CCSIP Messages on the gateway shows the gateway sending a SIP BYE to the Subscriber, and the Sub immediately replying with OK  

Gateway, SIP Trunk, and Phone register to the same CUCM Device Pool and Subscriber. Device Pool has MRGL with Hardware and Software MTPs. This happens with SIP and SCCP Phones. I am not requiring the SIP Trunk to use MTPs

Any ideas?

Is the phone you are calling from is added as a remote destination on CUCM for single number reach?

As per feature guide:

When the remote destination hangs up, Cisco Unified Communications Manager puts the associated desk phone in Hold state, which allows the user to resume the call by pressing the Resume softkey.

Is the phone you are calling from is added as a remote destination on CUCM for single number reach?

As per feature guide:

When the remote destination hangs up, Cisco Unified Communications Manager puts the associated desk phone in Hold state, which allows the user to resume the call by pressing the Resume softkey.

Yes, that was it. I didn't realize Mobility works when calling in to any IP Phone.
