V14 on CCO

Hi All, Just before I go fighting my way through TAC, can I presume the ISO for V14 on CCO is not bootable still and is NOT suitable for an upgrade from V11?

If you need bootable, download it from MCE portal. To download from MCE, place an order if you have a valid SWSS contract attached. And bootable is used for fresh install/migration. 

Cisco  download portal will always provide non bootable and its for  upgrade purpose.

You should not need a bootable image to upgrade from 11 to 14.
