I have some debit/credit machines that I want to move off PSTN's and onto Cisco analogs so is there a way to insert a 9 ( access code ) as soon as the port goes off hook. This is a trial, but I do not want to modify the debit/credit machines.

You'd need to configure a translation pattern in CUCM to add that 9

Or create new dial patterns in a new partition assigned to a CSS that is assigned to only the VG224 analog ports. Make the dial patterns the same as the existing ones but leave off the 9.

You didn't specify what is your control server. For discussion sake, I will assume CME as other guys already posted a solution for CUCM.
Create a voice translation on the CME, config is as follows.
voice translation-rule 2
rule 1 // /9&/
!
voice translation-profile Prefix-Nine-EFTPOS
translate called 2
!
ephone-dn 30 dual-line
number 8889
description EFTPOS
name EFTPOS
translation-profile incoming Prefix-Nine-EFTPOS
!
When the EFTPOS terminal dials, the CME will prefix 9 automatically.
