Debug voice ccapi inout is attached.
The numbers as follows:
Originating number: +86 – 212 – 850 – 7205
Destination Number: +65 – 6215 – 7878
Voice Gateway has E1 controllers 1/0, 1/1, 2/0 and 2/1.
When calls are established via 1/0 or 1/1 the call setup is fine, but dead air in both directions – no voice. But when calls are established cia 2/0 or 2/1 everything works fine and there is no problem. These 4 x E1 lines connect to a PBX. So temporarily 1/0 and 1/1 are shut down as a work-around and all OK. These were all working before and there has been no config or IOS change. So we ssuspect H/W failure.
Slot 1 and 2 of this Cisco 3745 router has High Density Voice Adapter Module P/N 800-03567-01 with E1 (2 Port) Multi-Flex Trunk (Drop&Insert) WAN Daughter Card.

Do you have NAT or Firewall devices in path between routers ?

I am yet to understand the debug voice ccapi inout, but there is the show voice dsp cpmmand done twice as indicated in the attached file. These two successive show voice dsp commands were done during teh dead air connected call.
I notice:
The first time show voice dsp showed - partial output without showing all idle DSPs

Using E1 controllers 2/0 and 2/1 on the same Cisco 3745 everything works fine. But when using E1 controllers 1/0 and 1/1 causes the problem of dead air in both directions after call sets up successfully.
I don't think this is a NAT FW issue between router and the network if you are thinking of RTP packets being dropped by FW.

Have you tried reloading the router ?

NM-HDV2E160 in Slot 1 ws replaced and the problem got resolved. I am sure if we had just changed the DSP in slot 2 of this card that would have resolved too, but we had pressure from customer to fix in one go.
