Voice Gateway Registration Process with CUCM using SCCP

How does the Voice Gateway (ie VG320) register to CUCM using SCCP? We can see TFTP requests being made, but it's not finding anything--File not Found. Is it supposed to be downloading something from the TFTP server?

stcapp ccm-group 1

sccp ccm 10.77.183.30 identifier 1 version 7.0
sccp
sccp ccm group 1
 associate ccm 1 priority 1
 
 
###The dial-peer that needs to be configured.
dial-peer voice 500 pots
 service stcapp
 port 0/0/0
