Voice Mail Pin issue

I have an interisting problem and I don't know where to look.  The problem is that I have a 7960 phone that when I try to access vm, and there are no msgs

waiting, I can not log into vm.  I get an invalid pin msg.  If there are msgs waiting I can put in the Pin and access my msgs, and vm settings.  Any suggestions.  I am running Unity Connection 7.1

is this a global problem or for specific user

if not global, try re-creating the user again
