I am dealing with a basic setup where I need to make a router equiped with a FXS card to generate a busyout tone when losing contact to the gatekeeper so that the PBX will rollover calls to another gateway. In principle that can be done by implementing the "busyout monitor gatekeeper" comand, however, once the ports are in busyout status, the port remains silent and does not gererate a busy tone.
The system's details are:
Router: NAME: "2811 chassis", DESCR: "2811 chassis" PID: CISCO2811
VID: V09
FXS Card: NAME: "Four port FXS DID voice interface daughtercard on Slot 0 SubSlot 1", DESCR: "Four port FXS DID voice interface daughtercard"
PID: VIC-4FXS/DID= , VID: 3.1

When the gateway contact is lost, the ports enter in busyout mode:

Voice port busyout will be triggered by the
following network states
0/1/2 busyout monitor Gatekeeper
0/1/3 busyout monitor Gatekeeper
0/3/2 busyout monitor Gatekeeper
0/3/3 busyout monitor Gatekeeper
The following voice ports are in busyout state
0/1/2 is in busyout state caused by lost of Gatekeeper connection
0/1/3 is in busyout state caused by lost of Gatekeeper connection
0/3/2 is in busyout state caused by lost of Gatekeeper connection
0/3/3 is in busyout state caused by lost of Gatekeeper connection
But as I said, no busyout tone is present at the ports, they just keep silent.
Is this a Hardware bug? Is there any patch or workaround for this problem? or am I missing something in the voice port configuration?

I already tried several IOS versions but in all cases I get the same results.
