Which Voice router bundle would be best solution for supporting SIP trunk with 300 extension (equipments)?

Is 4431/voice bundle ok? 

What about licenses for CME to manage 300 extensions for 300 users-ip phones

1) 4321 Voice Router is enough for maximum 350 Phone with 900 Extensions.

You need to purchase  350 RTU Bundle which will entitle you for 350 Devices with Maximum 900 DNs.
