What are the difference between these voicemail PIN settings in CUC -Cisco Unity Connection ?

-User must change on the next Sign-in

I find my go to setup is user must change at first login and use a 6 pin non trivial and set the default pin.
Upon first calling voicemail the wizard will prompt you to setup and change pin
