Trying to find out if this tells me why calls from a Right FAX server are failing. The call actually does connect, but it looks like it tries t38, the passthough, but then disconnects.
Calls to a specific number are failing from one Right FAX environment. Yet, calls from another Right FAX environment are successful to the same number. The gateways are configured exactly and calls to all other numbers from both of the Right FAX environments are successful. Can you tell from this part of the debug why it's failing?

We will need more information than just a chunk of a debug.
Can you share the netowrk diagram?
How is the call coming in to the system?

As asked by Mr. Jorge, please share the netowrk details along with Call manager/right fax version .Is GW configured for H.323 or MGCP?

The faxes go to a Right Fax server (not sure of the exact setup here, or how they get to the server). The server is connected to a H323 3945 gateway which has two PRIs. From the server, the FAX goes to the gateway, hits a dial peer (shown below) and goes out the PRI to the telco network. The call does connect, but fails for some reason. FAXes to all other numbers are successful.
