where do 6to4 tunnel apply? CE router or ASR router or Core layer?
is it CE router?
is the opposite side tunnel ISP?
If intranet have IPv6 , and also want to access Internet Ipv6 , does it mean that CE router have two IPv6 tunnel , one for ISP side , another for opposite branch ?

It depends on the requirements. 6to4 can be used anywhere where 2 ipv6 islands need to be inter connected. From my experience, the use of 6to4 has almost disappeared these days in favour of native ipv6 support. This is definitely what I would recommend.

6to4 is not deprecated. It is just that the ubiquity of IPv6 these days makes this transition technology useless.
