CFM domain enabling and card support

Hi everyone,
I have two questions regarding CFM implementation:
First, hardware details:
A)
Cisco 7606, running 12.2(33)SRE2. Card in question: 7600-SIP-400 with two SPA-2X1GE-V2 cards, one on which I have an interface which I'm trying to configure as a MEP.
B)
Cisco 7609, running 12.2(33)SRD7. Card in question: 7600-ES20-10G3C on which I have an interface which I'm trying to configure as a MEP.
1. After running the ethernet cfm global or ethernet cfm enable commands (respectively), I'm getting the error messages (again respectively):
Enable global command failed, cause = Cannot allocate hardware resources. Command Aborted.
and
Enable command failed - Cannot allocate hardware resources
What kind of resources does this refer to and how can I release some?
2. When trying to configure ethernet cfm mep level 4 mpid 401 vlan 401 command on the respective interfaces, I'm getting the following error:
No service configured under domain and level 4. Command Aborted.
I tried to configure the vlan under the global Ethernet CFM settings, but couldn't find any VLAN related commands. How can I work around this? Is this related to the cards themselves somehow?
