I'm thinking it's used in a MPLS Broadcast or NBMA enviroments

Thanks a lot for the links, I actually found and read those links before posting..

I should have perhaps explained myself a little better...

We apply this command on point-to-point links...

So I guess I don't understand the purpose of having this command on point-to-point links..

Hi

It's because targetted-hello's are disabled by default on IOS-XR and in order to have targetted-hello's for let's say session protection this will have to be enabled.
