Perhaps you mean Carrier supporting Carrier? This is whereby an ISP has geographically disparate sites and uses another ISP to interconnect them. Here there is a hierarchy of VPNs whereby one ISP has end VPN customers but is in itself an end VPN customer of the transporting ISP, so one VPN is in essence inside the other - make sense?

vpn-vpn is a technology in which your one vrf in one isp can work with the same vrf in another isp.
