this feature is enable by default in ISE 3.0, and I am running ISE 3.0 with patch-3.

My ISE system does not have Internet access.  Therefore, is it safe to turn if OFF by uncheck the box?  What is the impact if I turn off this feature?

Yes you can turn this off without impact. It is a call home to provide deployment and usage information back to Cisco.
