Which ISE feature exactly are you referring to when you say device provisioning?

I think Cisco ISE uses the Cisco-av-pair attribute for CoA, and I am not sure is Aruba WLC can understand this attribute or not.

CoA is planned to be used in Guest portal and Device provisioning and posturing portals.

ISE understands the Aruba AV pairs, some examples here and here
