What is the quickest method to verify that netflow is available on a

switch or router? We have IOS 12.4 on a 2821 router.

Quickest? IMO, type "ip flow-export destination" in global config mode and see if IOS complains.

Check from the interface config if the command 'ip flow ingress' or 'ip route-cache flow' is accepted. As far as I have seen, this device supports NetFlow export.

And if it is just 1 device, try the Manage engine NETFlow Analyzer for monitoring. Has a free edition that lets you monitor 2 interfaces.
