It is possible that a client has migrated their entire data center to the Internet through Microsoft Azure services, and that an on-premises satellite server (SSMS) is installed there to synchronize the licenses of their Cisco routers and switches.
Due to permission issues, they do not want to give direct internet access to each computer, but they do have access available to the Microsoft Azure cloud, and from there they could give permission to a single server to allow license synchronization.
