My end user uses small business switches CBS350-24FP-4G and is connecting with C9200-24P. GE Transceiver for SMB is MGBSX1 and from C9200 I use GLC-SX-MM. It wont link to each other unless I trick them by unplug and plug back other gbic from catalyst side. Does anyone knows about this issue?

Not sure.
IOS-XE is riddled with optic module bugs. If one version fixes it, another version will re-introduce the same bug.

Yes, it is a very widely known issue about optics and IOS-XE.
Cold reboot is the most common "recommended" workaround.
