Hi,
According to the troublshooting guide:
MEM-LOW
Default Severity: Minor (MN), Non-Service-Affecting (NSA)
SDH Logical Object: EQPT
The Free Memory of Card Almost Gone alarm occurs when data generated by software operations is close to exceeding the memory capacity of the TCC2/TCC2P card. The alarm clears when additional memory becomes available. If additional memory is not made available and the memory capacity of the card is exceeded, CTC ceases to function.
IMHO, it seems that you don't need to do anything.

Mem-Low alarm indicates that some task on TCC has been leaking memory over time. I believe you should try to plan for a maintenance window asap , and switch to protect TCC.
Please make sure you have a db backup before performing TCC switchover. Mem-Low alarm generally results in unpredictable behaviour, and you waana make sure that you have latest copy of db, just in case protect TCC is not upto date.
You dont need to delete protect sw etc.

Probably a better way is:
1. Take DB Backup.
2. Pull out standby TCC.
3. Soft Reset Active TCC.
4. Insert Standby back once Active is up
5. Reset Active TCC and switch to Standby once it is up.
