7940 has two lines.one regular line and if other is used for emergency, does it mean we don't have any line to configure speed-dial?
What will be a best way to assign say 10 speed dials on 7940?We can or we can't?

Answer to question 1: Correct. You do not have any one-touch speed dial buttons.
Answer to question 2: You can have speed dials. There are two options here; fast dials or speed dials. Fast dials are associated with an IP Phone Service, this service would be assigned to the telephone, and can be accessed via telephone interface using the Services button or via the web gui ccmuser interface. Speed dials (also known as abbreviated dial) do not require a button or an IP Phone Service, they are configurable via the CCM admin page or the ccmuser web gui interface.

Correct, but on a 7940 if we do not have buttons how can they be configurable via the CCM admin page?

You are not configuring physical buttons. You are configuring abbreviated dialing codes. Just like Fast Dials, there are 99 of them. They are configured via either the CCM admin page or the ccmuser web gui.
Once setup, the user keys in the code desired (01 - 99) then presses the AbbrDial soft key and the telephone number configured for that code is dialed.
This is a bit confusing because in the CCM admin page and the ccmuser web gui, the feature is referred to as Speed Dial. In much of the documentation there are references to Speed Dial and Abbreviated Dial. However, on the telephone the key that makes it all happen is called, "AbbrDial". Good Luck.
