Office has two (2) 7970's one main device on the desk and one on a conference table with shared lines to replicate the main phone. When a call comes in from the outside (via DID) and you pick it up from the 7970 on the conference table (one with the shared lines), you are not given any Hold Options. When a call comes in from an internal source (station to station) the Hold feature appears. What can this be caused by?
The gateway that the outside call comes in through, does it have MTP required checked? If it is checked, do you have a MTP resource defined in CallManager?
Try unchecking that MTP Required checkbox, and see if you get the Hold Softkey.
