I want to block specific incoming calls that have caller ID's. We are running Unity 2.4.6.102 for the auto attendant and using CCM 3.0(9). Is there a way to send certain callers to a busy or disconnect tone. We have a terminated employee who keeps calling from his house and routing to a specific extension by using the dial by name feature on Unity. Any insights would be helpful.

What type of gateways are you using for PSTN connectivity?
If you are using H323 gateways, you could create a translation rule on the gateway to block these inbound calls. I think there's a way to do this with MGCP, but I'm not fully versed in MGCP.
