CAR login timeout

When I try to login to CAR it times out and says the web page is unavailable after about 3 minutes. Tried using IP address of pub instead of computer name. Restarted CAR service with no luck. Any ideas?

Please check if the Tomcat service is running. Also try restarting the Tomcat service.
