Hi All;
I have CME which is connected to T1/PRI for the incoming and outgoing calls. Also I configured two Vlans on the LAN, one for voice and the other for data. The caller from outside tells me my voice is so choppy which he couldn't understand. How should I solve this problem?

Alex,
Are you using an IP phone on the same LAN as the CME? Do you have QoS configured? Check the speed and duplex settings between the CME and the switch. Assuming this is not a gigabit link, these should be hard coded to 100/full such as:
interface fa0/1
speed 100
duplex full

Try setting the following QOS on your dial peers and turn off VAD :
dial-peer voice 1 voip
ip qos dscp cs5 media
no vad

Also, look at a more stable GD for your IOS. I would recommend 12.3(11) T10 with an equivalent CME Feature Set
