Cisco Jabber licensing end customer email permission issue

Hello Cisco Community,

We are partners for cisco. We purchased licenses of jabber for our customer.

Customer got the email from Cisco. But While provioning the licenses, it prompt for login the account.

So i entered Smart account details. Its redirected to Webex portal and then showing this error which is attached.

Anyone faced it before?

Is that screenshot from the Cisco Smart Software Manager or Webex Control Hub? If the latter, see Provisioning Wizard User Guide (partners only) and Assign administrator roles in Partner Hub .
