CM Directory Can't add Users

When I try to add a user in ccmadmin I get this message: Error

The following error occurred while trying to load the requested page.

The phone administrator is currently not allowed to add or delete users

This isn't really a big problem for us, but if there is a problem somewhere I would like to correct it. CM version is 3.1(4b). If anyone could provide information on what is causing it or point me in the direction of how to find out I appreciate it.

Is this Active directory integration with CCM ?

It is not. I had previously installed the AD plugin but it caused us some problems so it was un-installed.
