CME 12.3(11)XL1 and UE 2.1(1) can't redirect

I was wondering if anyone had a similar problem with CME and UE.

I can make a direct transfer to UE without any problems and I can see output in the debug ccsip messages debug. (Press the messages key on an IP Phone)

I then try to make a redirected transfer to UE and I get a fast busy signal every time (And I never see any output in the debug ccsip messages debug).

Attached is my configuration on a 2811 running 12.3(11)XL1 and UE AIM running 2.1(1).

This may not be applicable in your case, but under voice service voip, try adding 'allow connections h323 to sip'.
