I can sit on an IP phone and press the messages key or dial 999 to access UE no problem, but when I dial in from the PSTN into the PRI the IP phone rings no problem. My problem is when the "call-forward noan timeout" occurs to 999 the call gets dropped. I figure this is an h323 to SIP issue, but I am not sure. Here is my debug voice ccapi inout

I ran into a similar problem and opened a TAC case on it.
What was happening with my config, the calls were getting routed back out the T1 when trying to roll to vm, rather than going to the ue.
Tac did some fancy translations to re-write the caller id/calling id to fix it in the dial-peers.

You need to add POTS dial peer with a destination pattern matching the Calling Number digits.
