Check out this link for setting up ISDN
http://www.cisco.com/en/US/tech/tk652/tk653/technologies_configuration_example09186a008010ef6c.shtml
Once you have ISDN working, you need to setup dial-peers for incoming and outgoing calls. Check this link for dial-peers

The light going off and on sounds like a cabling issue or a bad card. Check the cables and also check with your ISDN service provider to verify connectivity.
Is the switch type supposed to be basic-net3? Please verify with your service provider.
When you do a "show isdn status", what is the Layer 1 and Layer 2 status?

Hello,
You should see multiple frame established if your talking to the isdn provider when you issue the "show isdn status" command.
