Different Phones with different Users

In a library, there are 12 colleagues without characteristic office. These colleagues work at 8 different counters. There then also several colleagues collaborate. At each counter, a telephone should stand. Each colleague has a characteristic phone number. How I can assign now the numbers of several colleagues the different telephones so that the colleagues are attainable under its personal number.

That can be done if to only 1 user at the telephone is. With us are however simultaneous up to 5 colleagues at 1 telephone. In addition there is not always the same user.

The 12 colleagues have service at the different bars in different compositions.
