Unity does not support G.723 compression and there are no plans to support it in the immediate future.
We plan on supporting G.729 compression in the 2.4.5 release of Unity.
To get Unity to work in G.723 environment, you will need to put the 7960 phones in a different region from the uOne ports that Unity uses. Then you will need to setup G.711 between these two regions and within the Unity region. When we start supporting G.729 you will be able to use either G.711 or G.729 in the Unity region.

We're planning on releasing 2.4.5 by the end of November. Unless something serious crops up in field test between now and then, we should hit that.
