Through testing, it appears that the HTTP Refresh header only accepts URLs, and not URI's (such as Dial:xxxx, or Key:Services). Is this by design, or an oversight ?
What I've been trying to do is push a page to the phone, which clears itself after x seconds. I can certainly refresh to another URL, but what I really want is to refresh to the 'dial pane' (ie, the main screen you see after replacing the handset).
I found a post from a year ago on here suggesting that I could do it by refreshing to InitServices, but that does not work, and that word doesn't appear anywhere else on cisco's website, so I think the author was mistaken.

Try refreshing to a webpage containing an IPPhoneExecute object of Key:Services. That should work properly to clear the services page...

Hmm.. I thought IpPhoneExecute only worked as a POST.. I'll give it a try though.

Just tried it.. and it does work.
It's a bit ugly, but.. at least it does what I need it to do.
