There's a few ways to do it:
1. If you use the @ pattern then you can use route filters.
2. You can ensure that the CSS assigned to that phone doesn't contain patterns that match your international route pattern - move the pattern into a new partition, and add that partition to a (new) CSS that is only applied to users that can dial international.
3. You can assign a CSS to each handset that allows dialling to anywhere. Then create a CSS that contains only one partition that contains a route pattern that matches your international access code, but has 'block this pattern' checked. Assign this to the line (not the device, which has the 'allow anything' CSS) that you want to be unable to dial it.
I expect the third may option may be the easiest to implement - most people assign CSS to devices, and adding the new CSS and applying it just to the lines you want to block should be fairly quick...
