Any work-around for this? I understand it is not typical to want to install this on a server but my laptop needs to be a server due to my needing SQL Server on it.

You should not install IP-Communicator on a server built with a WinOS image, it is intended for client PC's running regular Windows 2000. 2003 or XP, it will not install on servers built with WinOS images. The reason is that Cisco WinOS images have had a lot of core windows componets that it doesn't need (e.g multimedia components and audio drivers) removed.
Hence you cannot install IP-Communicator on a server built with a WinOS image.

This is not the case. XP and 2003 have the same binaries, the only difference is registry settings. There is utility that converts 2000pro to server and back by modifying cirtain registry settings. It should work with XP/2003server. Try converting 2003server back to XP, install IP communicator and convert it back. Try it in the lab first.
