Message button on IP phones dups VM #

I am configuring a CME system running IOS 12.3(8r)T8 with CME 3.1. I have a NM-CUE running version 1.1. I have configured it all straight out of the documentation, with extension 500 being the VM pilot number. The problem is that when you hit the message button on the phones (both 7960 and 7912 models) it dials 500500. Any ideas why it is duping that number?

here is the config. It is still on the bench, but is mostly finished with the configuration.
