do you have:

ip http server

Also, what's the ipconfig on the workstation you're trying to use?

Are you using any kind of access-lists?

For a min, you need the following config on the router.

int service-engine 0/0

no shut

ip unnumber fa0/0

service-module ip add

service-module ip default-gateway

ip route 255.255.255.255 service-engine 0/0

Ping the CUE from your router and also from another device in the network.
