Odd behavior with MGCP CAS T1 on 2651XM

I have a 2651XM running 12.3(8)T4 IPVOICE, a VWIC1MFTT1, and a CAS T1. When inbound calls come in, I see them come in with DEBUG VOICE CCAPI INOUT. However, the caller then gets a dialtone. I removed all the dialpeers and had the same issue. I converted to H323, same issue. Anyone have any ideas?

The router is giving the dialtone. If the other end of the T1 is sending you digits for routing, then add direct-inward-dial to your pots peer

This is an MGCP implementation.... we don't have any dial-peers

I dropped the IOS to 12.3(4)T6 and switched the DS0 group to type none and everything works.
