Inboud calls from the pstn
thru an h.323 GW
rings on the other end of ip phone users,
picked up, however there is silence,
users had to hookflash once inorder to hear the caller.

What kind of gateway is that, FXO? How often does this happen?
This is normal if using FXO gateway and there is no disconnect supervison configured. If the PSTN caller hangs the call when the IP Phone is ringing, the PSTN will not send a disconnect signal to the router FXO (again that is if disconnect supervision is not configured). So, VoIP call leg exists and phone keeps ringing, when you pick it up its silence.
Post you FXO port config, and show voice port output in a file.
Check with PSTN if no disconnect supervision configured.

This seems more like a voice path cut-through issue, since there is someone there once they get established. Do you have 'voice rtp send-recv' in the gateway?
