I have IPtel setup, and voice gateway (3725) has NM-HDV which connects service providers E1R2 link.
Service provider has policy that channels 1-15 used for outgoing and the rest congfured for incoming at the exchange.
But when we try outgoing calls from the gateway, it tries the channels in ascending order for the consecutive calls, and finally it comes to the incoming channels where call cannot proceed.
Is there any way to configure this gateway'e controller E1 to allow channels to be designated as incoming and outgoing ?

As far as I know, there is no way of doing this.

Try this.
Create two ds0-groups. The first one for channels 1-15 and the second one for channels 17-31.
Configure your dial-peer to use the voice port that corresponds to the first ds0-group for outgoing calls and hence they would be using only channels 1-15 for outgoing.
