I have a CCM 4.1(3) installed at a client, and they have the following request:
- they want phone line redundancy (OK, this can be achieved easily with Route Lists/ Route Groups)
- but they DON'T want calls to go through the second provider if the first provider's link is only busy (but working).
As far as I understood, RL/RG setups only consider "unavailable" links, that can be due either to link failure or call admission limitations. Or am I wrong?
Any ideas, how to pull this off?

You are right. Can you use Gatekeepers? Not sure if you have an H323 setup.

Nope, I use a mixture of a H323 gateway and a SIP trunk. This functionality would be needed for both. (the client expects, that is either fails, calls go out on the other link.)
Also, if CCM would support it, I'd rather use MGCP instead of H323, but so far I wasn't able to do so (the gatway is a Cisco 2801 with a BRI NT/TE 2port voice card), since I'd have a common control of all call routing.

Maybe get your secindary serial interface on Standby?
(on your primary link issue stanby serial X )
