You would require the CISCO ICM CTI interface with your ICM implementation, as well as the Oracle Interaction Centre.
"When calls are delivered to the local site, the call-context data is
sent to Oracle Interaction Center through the Cisco ICM CTI interface and is delivered to the Oracle E-Business application
for immediate access to customer data. The CTI interface also provides soft phone capability for the Oracle applications."
