User Creation Automation

I am just looking for info on other user import tools/software the Cisco has user creation automation. I have used the Bulk Admin tool but we are looking for ways as a new employee is hired it could trigger a creation of the user, that could be imported into CUCM.

You need to mention what CUCM version you're asking about.

But in short, if you're using LDAP integration, it will automatically sync the user in the next sync. And if version 10.x+, you can use self-provisioning.

You can also look into PCP.

But no option will create the user and phone just because, someone needs to trigger that. Either the user, or the admin.

Then you can look at PCP, or TAPS (which requires separate UCCX server), besides BAT.

You'll download taps from cm's plugins page, and then follow the instructions to install and configure taps which can be found in the bat admin guide. This is for 8.5 but I don't think taps has had any significant changes any time recently:

Have you looked at the AXL API.   I know it's a can look intimidating, however, it can be really useful if you want to script anything user related.
