we have problem.when we try to sftp file to the cucm we have the remote server could not be located error

Are you sure there's nothing in your network preventing it from reaching your SFTP server?

Have you tried with other SFTP servers?

Is it possible that Windows is not allowing that user account to write to that directory? As a test, try using an AD account as the SFTP account to see if that works.
