What's this mean?

I get this error while in Route Group Config. It happens when I click on the route group member which is an analog loop start line:

DBLX.AnalogAccessPortListX.1 error '80040615'

CDBLException Dump: [ActiveX object not initialized via insert or select]

/CCMAdmin/mgcpsidemenu.asp, line 254

I wonder if this has anything to do with me not being able to send calls OUT on this trunk? I can call IN on this trunk and it rings where I want it to, but calling out it won't work. I checked my routing, etc. I see no reason why I can't send a call out on this trunk. I get a fast busy immediately after dialing. It's like it's refusing the call or something...don't know what's going on. The gateway is a 2811 - the analog line is on a VIC2-2FXO card.
