End host in same broadcast domain for VXLAN

I have scenario where I have two hosts which are in the same broadcast domain and on the same leaf.
And I am trying to ping from host A to host B the ping is successful but the initial arp request is getting encapsulated in VXLAN.
Is that suppose to happen? I am using nexus 9K virtual images.

Also, the garp initiated from each host also gets encapsulated in the VXLAN.

I am using BGP-EVPN and multicast to handle BUM traffic. I have attached the topology.

Depends on config, that is expected outcome since most of the scenarios are Layer 3 network in VXLAN,

Only TOR Switch to end host will be Layer 2. but all Traffic need to make decision on Leaf switch or where Layer 3 will take place.

depends on EPG config and other parameters.

@balaji.bandi, What I found is that, even though the hosts are sending the garp which is getting encapsulated in VxLAN the VTEP is not making the entry of the source mac in it's mac address table.
So, since the VTEP is not aware of the mac address the arp is getting encapsulated in the VXLAN segment.
