CBS350-48Xt-4X missing UDP Relay and IP helper-address

I have a CBS350 and the ip helper-address command is being ignored. I logged into the Web interface and the menu item for UDP relay under IPv4 is missing.  Does anyone know what is causing this?  The switch is running 3.2.0.89 firmware.
