What specific Cisco Works bundle you're referring to?. CW2000, Cisco Works for Windows or else?. None of these come with the switches as free ware. Though for low-end routers ,switches like 1500 series and Hubs like FastHub 400, you can download a free ware configuration tool called 'ConfigMaker' from http://www.cisco.com/go/configmaker which is a near little tool for configuring these devices. But it does not support XL switches.

No, Cisco does not ship Ciscoworks along with the switches you purchesa. You will have to buy it as a seperate product
