Has anyone seen this? We purchased third-party flash cards rated 32MB but they are only giving us 20MB of space. The device is a 7507 and we've tried the master and slave slots.
Any ideas?

The third party flash may not be compatible with the Cisco IOS file system. It is also possible the IOS has an issue formatting the card properly. 12.2 or higher IOS code should be able to format it properly (if it is indeed compatible flash).

The IOS was the issue - we upgraded and it formatted to full capacity.
