Is below memory 128MB?
cisco 2651XM (MPC860P) processor (revision 0x200) with 98304K/32768K bytes of memory.
Processor board ID JAE08041KL4 (4282820386)
M860 processor: part number 5, mask 2
Bridging software.
X.25 software, Version 3.0.0.
2 FastEthernet/IEEE 802.3 interface(s)
1 Serial network interface(s)
2 Serial(sync/async) network interface(s)
32K bytes of non-volatile configuration memory.
32768K bytes of processor board System flash (Read/Write)

Yes it is. The DRAM is split up between IO and processor memory. 98304K + 32768K = 131072K
And 131072K / 1024 =128M

Yes, but ....
If the reason for your question is that you think you have installed 256Mb and it is reporting like this, then your IOS version does not support more than 128Mb. In that case, you will need to upgrade to 12.3(11)T to support the extra memory.

Yes. 128MB of DRAM and 32MB of flash.
